LEVIES AND ASSESSMENTS
The Bois de Sioux Watershed District annually approves levies for the District's General Fund, Lake Traverse Water Management District Fund, and Ditch Funds. The Red River Watershed Management Board annually approves their levy (half of this levy is retained by Bois de Sioux Watershed District and applied to the District's Construction Fund Projects). Public Meetings, HEARING & NOTICES
Bois de Sioux Board Meetings: The Bois de Sioux Watershed District Board of Managers meets regularly on the third Thursday of each month, generally for a half of a day starting at 8:00 a.m. April through October and at 9:00 a.m. November through March, in the District conference room (unless otherwise stated on the meeting agenda). The public is welcome to attend!
On Thursday, June 18, 2026 beginning at 8:00 am at the District Office (704 Hwy 75, Wheaton, Minnesota), public hearings to consider the following petitions will be held:
- A petition requesting authority to use Traverse County Ditch #8 as an outlet for Kevin Meixel - Parcel #16-0025-000, 8-126-44, NE1/4 of Section 8, Eldorado Township (126), Range 44, Stevens County. 160 Acres.
- Two petitions requesting authority to use Judicial Ditch #7 as an outlet for Section 35, Champion Township (130), Range 45, Wilkin County for Wayne Stumpf and Marjorie Baker: Parcel #28-035-0330, West 160 Acres of S1/2 excluding 7.5 Acres (152.5 Acres) and Donnelly Farm Enterprises, LLC: Parcel #28-035-0340, SE1/4 (160 Acres).

FINAL HEARING NOTICE
PLEASE TAKE NOTICE, the Board of Managers of the Bois de Sioux Watershed District (the "District”), sitting as the drainage authority for Wilkin County Ditch No. 25 ("WCD #25"), will hold a final hearing on the pending Petition for the Improvement and of WCD #25 and pending Petition for a Lateral to WCD #25 (“the Project”), the engineer's detailed survey report, and the viewers' report of benefits and damages for WCD #25. The engineer's detailed survey report was filed with the District on April 2, 2026, and the viewers' report was filed with the District on April 16, 2026; both reports are available for inspection at the District's Office.
The final hearing will be held at 9:30 a.m. on Thursday, June 18, 2026, at the Bois de Sioux Watershed District located at 704 Hwy 75, Wheaton, Minnesota 56296. At the final hearing, the District will accept public comment regarding the engineer's detailed survey report and the viewers' report. Any party having an interest in the proceedings may appear and provide comment. Written comments will be accepted at the final hearing and by mail through the date of the final hearing at the District's office.
THE PROPOSED DRAINAGE PROJECT INVOLVES THE IMPROVEMENT OF WCD #25. The Improvement Portions include: commencing at a point about 80 rods north of the southeast corner of Section 20, Township 130 North, Range 46 West, Wilkin County, Minnesota, thence running along the following route; north along the East edge of said Section 20 to the Northeast Corner of said Section 20, thence west, along the North edge of Said Section 20, about 240 rods to a culvert under 490th Street, thence northwesterly to a point about 80 rods north of the Southwest corner of Section 17, Township 130 North, Range 46 West, thence north, along the West edge of Sections 17, 8, and 5, Township 130 North, Range 46 West to the West Quarter corner of Said Section 5, thence westerly about 120 rods to a small ravine in Section 6, Township 130 North, Range 46 West, thence northwesterly down the channel of said ravine terminating at the Rabbit River in Said Section 6.
THE IMPROVEMENT OF WCD #25 WILL CONSIST OF the reconstruction and enlargement of the ditch. The purpose of this improvement is to reconstruct the facility, where feasible, to the 10-year design standard according to the Red River of the North Technical and Scientific Advisory Committee briefing Paper #3 Water Management Options for Surface Drainage published September 15, 2014. The reconstruction and enlargement will potentially result in a new channel bottom profile, new channel cross-sections, new road crossings, side inlet culverts and trap gates, grassed buffers, and grade stabilization features.
THE PETITION FOR A LATERAL TO WCD #25 WILL CONSIST OF the construction of a lateral to provide necessary and effective drainage on Petitioners’ land and contribute to the overall functioning of WCD #25 by directing the flow of water away from property, preventing waterlogging, flooding, and other drainage issues. The lateral will commence at the Northwest corner of Section 22, Township 130 North, Range 46 West, Wilkin County, Minnesota, thence running Westerly along the North edge of Section 21, terminating at the WCD #25 Channel in the Northeast Corner of Section 20.
THE FOLLOWING PROPERTIES ARE AFFECTED BY THE WORK IDENTIFIED IN THE ENGINEER'S REPORT AND THE VIEWERS' REPORT OF BENEFITS AND DAMAGES: All of Sections 6, 8, 9, 10, 15, 16, 17, 20, 21, and portions of Section 3, 4, 5, 7, 14, 18, 19, 22, 23, 27, 28, 29, 30 in Campbell Township 130 North, Range 46 West, Wilkin County, State of Minnesota; and portions of Sections 1 and 12 in Campbell Township 130 North, Range 47 West, Wilkin County, State of Minnesota.
